LibWizard->LibAnswers ticket creation module

Written in rust, this application accepts POST requests containing JSON data payloads with CORS options headers using the Rust Rocket crate

Data is stored in a ticket struct and sent to the LibAnswers ticket creation API after obtaining authorization using an OAUTH token
